    Although the correct thing to do is to inform the Staff to confirm further steps to be taken
    - he did not inform the Staff
    - the duration of vote abuse is also way too long and severe

    70 mil * 12 = 840, minus 180mil coin tax = 660 mil, and ehhhhhhhh, it's close enough to 1b. Though closer to 0.5b.
