Not even close since lvl 90 pants is dropped at ulu 2 and a common drop, also requires more dex to be wear. For reference, 6 dex 6 luk clean pirate skirt is like 600m, while 6/6 ofta pants are probly around 40m and people still won't be buying because the dex requirements.
Lv.80/90 dex/luk female bottom is not dropping from common leech spot. I think you are talking about str/luk pants not dex/luk.
