How to get Blizzard lvl11?

Sorry for my broke English first.
As the title, I am wondering how to get my blizzard to lvl11?
I’m a lvl123 Ice lighting Mage, and my blizzard can’t go up to lvl11, the button of leveling up is gray.
But I also found out that there isn’t lvl10 skill book, couldn’t find out any solution on google or here at the forum.
Please help me

 

you need lvl 20 bizzard skillbook the lvl 10 one you have already done

 

Ohhh so does that mean I have to get the lvl20 skill book to get to lvl11?
