Does Power Guard block damage and returns it, or does it only return? Not only that, does that mean that with Achiles, there is a chance to block 55% of touch damage received? Adding maxed Shield Mastery, which I know weapon defense is scuffed at, but at a 100% rate, it would block at least 5% (approx.) more damage. So, if for example, Big Foot hits for 13,000 direct physical damage, a Paladin with said maxed skills, would receive approximately 5,500 damage.

If you are actually talking about Guardian according to the following link it functions the same as Shadow Shifter. Thanks for the detailed answer. My initial question arose given the fact that someone else affirmed that Power Guard reduced touch damage taken and redirected a % back at a monster, it redirected 40% of damage taken and blocked 20% damage. Wasn't sure how weapon defense worked in touch damage taken, so I just added percentages from each skill, I initially thought Guardian blocked a percentage of touch damage taken, but now I've been told it's just a % of blocking 1 instance of touch damage. So in summary, the only defensive skill that actually is meaningful with a shield is Guardian, and Achilles without a shield.

Powerguard reduced touch damage by 40% for regular mobs and 20% for bosses. TOUCH DAMAGE. (You receive 60% damage, reflect 40% damage up to 10% of mob's hp, or 80% damage and reflect 20% for boss). Guardian allows you to block/avoid ANY attack (magic, ranged, touch) at 25% with the exception of DOT area attacks like poison mist. Kheb explained everything else about achilles and shield mastery (useless skill).
i thought shield mastery was meant to double all stats on a shield, including attack. Is that not the case?
unfortunately no, the skill description also states only improvement to the weapon defence of shields.
