Normally, you can start this quest after finished "Learning About the Culture of Ariant", but it didn't pop up on my list of potential quest log however. This is when I finished the "Learning About the Culture of Ariant". I don't know how to show you guys I can't start the "The Existence of the Secret Organization" quest.
