Completed part 1 of the quest. It said to talk to Ralph the wanderer again to start part 2. However, when I try talking to him, he doesn't have any quests available. This must be a bug somehow?

I think so. It said over level 58 and I'm currently level 62. The link you showed did mention level 63 and I just reached 63. Looks like I am now able to start the quest. Thanks for showing me a previous thread!
