If you have hamachi, microsoft loopback adapter or Hotspot Shield installed you need to disable those. If you are using wifi try with a cable instead. Have you been banned?

No, there shouldn't be any correlation to twitch and you being unable to login. IGN stands for In Game Name; the character name that you play on. Have you served a ban/account restriction in the past, even if it should have expired by now?
I created a new user, tried unsuccessfully to connect with him and the same problem occurred, so probably did not get banned. I forgot to mention that the problem was created after reformat my computer, without any software whether perhaps?
You still haven't answered if you have an IGN and what that IGN is. Also disable any antivirus programs you have on your computer, Microsoft Defender, Microsoft Security Essentials etc.. You might need to uninstall them.
