To me, it depends on the scam to be honest. NOTE: I am not condoning scamming, but I believe people should be more proactive about protecting themselves BEFORE seeking help. A serial scammer such as the one who hit several people for max mesos or more, I agree with removing them from the community because 1. there was a lot of evidence regarding his scams and 2. there was no real way for the victims to protect themselves considering he had a great reputation in game. (He was known to buy leech for guildies and drop EoF while letting other people loot leaf). In the case of serial leech scammers, honestly, I feel like it's not the GM's place to babysit people and give you refunds for being careless. Even in that high profile scamming case, they were not refunded their mesos. But in the case of leech scammers, there is plenty of information about them in TWO different locations, the community blacklist AND the leeching whitelist. If you don't want to do a simple forum search for someone's ign and want to give your mesos to a level 30 character, that's bad on you. TLDR: I think scams with undeniable evidence + unavoidable (good reputation, no history of shady behavior, over max mesos to name a few conditions) should be banworthy. If you could have avoided it by being cautious and proactive about it, then not really.
Maybe I'm a bad person for this but I think its very entertaining that people with something to lose can be tricked and lose money as a result. This is meant to be a nostalgic server. In GMS scamming was not uncommon. The fact that trades aren't 100% can make the game more entertaining. People are more likely to form actual relationships with people in hopes of not getting scammed. Can't we just let the small percentage of players that get scammed, be scammed ? It IS possible to 100% never be scammed provided You know how to handles your trades. As far as I'm concerned If I can trick you into giving me 2b for nothing, I've earned those mesos and you deserve to lose them. Being able to trick people into giving you mesos is a skill and a legitimate strategy as long as it is allowed. ( I don't actually scam just speaking hypothetically)
Something about a fool and their money In the case of Haul specifically, he built up a reputation as a reliable person. Made multiple 2b+ trades and was always honest. It wasnt until he decided that he had enough people fooled that he started to scam on his main account. Thats a player I dont want playing amongst me. Otherwise, leech scam is not something I view as equal scam
Honestly, best option for people trading over max meso is to convert their mesos into items such as chaos scrolls, and use that as currency, i.e. 10 chaos =3~3.2 bil. If the seller isnt willing to tak 10 chaos scrolls as 3 bil, thats nt a person you should trust trading as everyone knows how easy it is to sell chaos scrolls. It's honestly not that hard to protect yourself. As for leech scam, jeen alrdy went through alot of efforts to make the white/black list, so if you still get tricked, you probably deserve it.
I've already stated this but I would like to reiterate that NOBODY deserves to be scammed. They may be able to better protect themselves, but they are still the victims; the entire fault lies with the individual who commits the scam.

That works, or just taking an item as collateral. Last time I did a trade over max mesos, I just asked the guy to put up an item(s) worth around 2b, and then when I traded the rest of the money, I gave it back to him. Easy enough to do
I also thought of that, but the issue is that then all the servers WS and Chaos are all tied up in being another form of currency. But on that idea, maybe give frederick an option where he will let you buy some item, say some notable etc. that does not exist elsewhere, for 100m and it can be exchanged back for 100m. Basically, lets you purchase and trade in 100m "notes" that can stack in your inventory.
Not saying that this strategy wouldn't work, but it's basically the same effect as increasing the max meso cap and removing the tax on player trades.
I'd imagine the only reason the max meso cap hasn't been removed is because they aren't able to do so? Hm, yeah the tax thing is tough...
The meso cap can be removed however the client cannot display more than 2.1b. In my opinion, if someone is found to be a serial scammer with ample proof (like the ones on the blacklist), they should be banned as there is absolutely no doubt that they are scammers.
It's just that, this scamming debate can either go on indefinitely, or we can figure out how to prevent these scams from working in the first place. i.e. figure out a system around max meso.
The method in GMS worked quite fine with using popular items to supplement the difference in price ie. Chaos and White scrolls, its only an issue now when someone like Haul specifies that they want pure mesos then you can be sceptical and use your own personal judgement on whether you should or shouldn't proceed with the trade. In all my years of playing maplestory there has been one constant thing that I have found, never make a purchase in a haste, it leaves rooms for things to turn sideways and that's usually when scammers have the upper hand when they use peoples impatience to their advantage.
