Did you try all the channels? I took a quick glance at a few of them and 6, 7 and 8 seemed to be fine, but the NPC was missing from Ch1. Also, I noticed it doesn't show up on the minimap, but I can't remember if it ever did, because honestly, I've never had reason to look until now!
Afaik, when NPCs are missing, they usually come back after a server reboot, but I'd have expected it to be a bit longer since the last reboot before this sort of thing happened. Anyway, glad that you're at least able to get to Skeles for now.
Actually, now that you mention it, I do recall that the green dot has never appeared on the minimap where the VIP cab is supposed to be. Kinda odd.
