Dummy scrolling is for dummies. Spoiler The chance of a scroll succeeding or failing has no relation to any scrolls previously used. Unless you somehow can predict RNG of course. I am still not convinced (also I do not have time to read a wall of text so I will quote the first sentence) "is the phenomenon that if a variable is extreme on its first measurement, it will tend to be closer to the average on its second measurement" so the next RNG of a 10% scroll will be closer to a 10% chance than the first one? This makes sense, but also does not explain why a 10% scroll would seemingly have a higher chance of working after many fail in a row.
