Lucky Seven and Triple Throw does not factor in DEX when calculating the damage. The DEX would only affect Avenger/Drain/Regular Attack damage. So the DEX from the Green Sleeve would essentially be useless.

On an end-game weapon that is as rare as a Dragon Purple Sleeve (only obtainable through gach) and sought after by some of the most well-funded players who have already upgraded pretty much everything else possible, paying that sort of price differential isn't that surprising.
