Does "every 24 hours" mean it refreshes at 00:00:00 server time?

HI THERE FRIENDS

So, i've been trying to get myself some BIG CLOCK for dinner.

BUT

I've read that the quest to get the CRACK is a 24 HOUR REPEATABLE QUEST and that you can only ENTER TWICE A DAY.

So i've been wondering if that means i get 2 more entrances when server time hits a new day OR assuming i went in at say 14:00:00, do I have to wait until it is that time for me to go in again.

 

this. Each run has it's own 24hr cooldown. That means, if your first run is 1400 and second run is 1800, you will only be able to enter the next day at 1400 and 1800.
