10 sets of Cilbi which is enough for most HT runs. Besides that I got 28 sets of Hwabi in case.. I forget to recharge multiple times in a row?

24 sets since Ilbi/Hwabis are practically free, but I'll drop to 10-12 when I upgrade.

I'm really surprised by the mixed answers. I used to think 25-30 was a standard for the amount of throwing stars someone would use. Let's say a run dies, you're the last NL at HT with 30% left, you're surely going to finish. I don't believe 10 throwing stars (after the ones you already used) are going to cut it.

    I need elaborations :/

Pretty much why I always carry an excessive amount stars/elixirs/apples. You never know when shit is gonna hit the fan and you'll end up soloing. In my case I've never been close to running out but having peace of mind over it when people d/c left and right is nice.

That's a good point, I never thought about it that way. All I could see was the price tag on crystal ilbis and how I don't want to pay for more than I need.
