I'm a new player into MapleRoyal, I worried that if i create second account ,and (second account will not attempt to vote ). Will i get banned Ip/Account, if i create multi accounts?
no you may even multi client. you can create as many accounts as you want. just don't vote with 2 different accounts at the same time.
you can have as many accounts as you want, just vote ONCE every 24hrs, not once per account, 1 time in total.
