Fixed Can't recharge some bullets/stars (post-update)

After the last update, skills (that works) started consuming bullets, but bullets still can't be recharged.

 

It appears that skills consume stars again, but only few stars can be recharged.

 

This are the stars I encounter that can't recharge
hope this helps to narrow down the stars that can't be recharged

I'd like to add they DO get consumed this time, unlike in the previous bug and you can't even buy subis from the NPC for some reason.
So after a while if you are playing as a NL, you are pretty much stuck without any stars and destined to die from boredom xD

 

I don't know about NPC that can't sell but right now I can buy subi stars from ludi NPC and using a bunch to grind
