The recipe (assuming it stays the same) is 100 black crystals, 30 typhon feathers and 1 of each tao (shadow, sight, and harmony) which is obtained from the cwkpq bonus stage. You trade those items in to an npc called Fiona who's found in Dead Man's Gorge. There might be a prequest you need to finish to unlock the npc dialogue as well but don't quote me on that.
Taos can also come from Joko's badge exchange at a pretty low chance like in GMS. So Balanced Furies can be made right now, but require a lot of luck and/or mesos to buy the Taos from others.

at the moment u need 5 taos each (so 15 in total) and 150m mesos aswell and 30 feathers and 100 black crystals to craft them, tryed like 30min ago to turn in Badges for a reward at Joko but it dosnt work, cant exchange, so no option atm to get the taos.
Exactly what I said but I got warned for it lmao because it wasn't in the bug section. Powertrippy people these days. They assumed I didn't do the prequests smh.
You need to make sure that quests up to and including 'The Fallen Warriors' have been completed to be given all the options at Joko. I was able to exchange some badges fine.
Depends on which version of MapleStory you go by. EMS required 5 of each and 150m, and I believe MapleSEA does as well. In this case we copied EMS as I figured the higher cost was more appropriate, but also because I was able to access EMS and manually go through all their NPC's to copy all the correct text over.

haha XD, I sold all my cilibis in the last 2 days before the patch. Back in the day I used to think cilbis were way cooler too... that is until I actually threw some balanced fury's. They Just Feel So Gooood
