I'd just like to add my 2 cents. Any amount of mesos or items can be easily added to a character with SQL. Also, I think something like this would be fun, as long as it's fair. I haven't logged much at all since new source but anything new might make me log more often.
The problem with adding mesos is that you can't have more than 2.1 bill on your character. So as soon as you'd go above that, a gm would have to work around that. If this would be a thing i'd personally would like the prizes to be untradeable items to minimize the effect on the economy and to stop a few players from gaining a huge advantage from the lottery.
I think the way you're describing it in your opening post, it would have too little incentive for players to want to join. If only one person won, I definitely wouldn't be very excited about my chances. Maybe the amount of winners would change depending on how many joined in or something? Perhaps there would be one winner if ten people joined the lottery for this week, but ten winners if a hundred joins the next one? Maybe the lottery would sort players into top 2%, top 5% and top 10%, and they would get different portions of the pot depending on where they land. Just thinking aloud here, but I do think it could be a cool idea if done right.
based on the suggestions i received in this post i updated the whole system to a way which will make it more fun and fair. i edited my first post with it, i will just quote it below:

Involving items (not just meso) would put higher benefit on this lottery, therefore making it more worthwhile to make illegal mules which could be nx/gacha mules at the same time -------- Actually, I think I'll vote for Bad Idea even if meso is the only prize when "nx/gacha mule" comes to me. Let's see how this could work: 1. Mr. Someone makes 50 NX mules and gets them to lvl 50 or whatever level. 2. He uses the NX/meso from these mules on the lottery. 3. A mule happens to win a big price one day. 4. He abandons other mules and play this mule. Therefore he could get the benefit of 50 mules and legally gathers them for a single voting IP. Bad Idea.
1. k i understand but that doesn't really say anything about the idea itself and that's up to them to decide if they wanna implement it. 2. you are right but we can always make level limit for it to make it less worthwhile for people the same way they do with gacha tickets.
I don't understand why you want a lottery when there are going to be GM events once everything works again. Those events are already a lottery in some way and you can win chairs and rare nx weapons. Spoiler atleast that's what you could win back when they still hosted GM events

If you want to be factual, vicious hammers weren't introduced until .73. So seeing how royals officialy is called a .62 (which is debateable obviously) that wouldn't count.
Are we talking EMS or GMS? cuz this server seems to be using the EMS source code. I played EMS before pirates came out and I clearly remember hammers. Edit: I might be wrong on this.
I've only played GMS and can't find any update list on EMS where vicious hammers are mentioned, so i don't know really. The only thing i'm sure of is that in GMS vicious hammers weren't introduced until v.73
