I don't think there was a skill book for this skill. I believe it appears in your skills after you do the task. If you do it more, the max skill level rises.

 

Today I get the skill when I finish the grade dragon task.But when I upgrade this skill，I get disconnected. Wait for me on the line, skills also disappear. It's a big bug.
