It was an interesting idea indeed. I did some calculations myself, and for sure the PSB can be better than a Fishing Pole, especially if using Apple. However, I don't think it can compete with the Dark Knight's favourite weapon - the Sky Ski still stands as the winner. Note: Now we're talking about single-target here. A PSB has the advantage, as opposed to the Sky Ski, of being a stronger weapon on bigger mobs of monsters, which is a completely different topic
As for which MAP is the best... well it also comes down to personal preference. There are few maps in which they spawn, so how about you try them all and decide for yourself? Personally, I feel like only The Burning Forest, The Forest That Disappeared and The Hidden Dragon Tomb II are viable options. Also, I have a 79 ATT Concerto, if you're interested
If you craft it with a simulator, it has a chance to get varied attack (also risk of destroying the item). If it can get the extra godly boost or not, I can't confirm.
I have crafted 5 dragon revolver with stimulator, the answer is yes, it will get a boost, I got 2 att 72, 1 att 73, 1 att 78, 1 art 82.
This does not confirm whether godly boost applies or not. Correct me if I'm wrong but 82 is 3 above average which is just a normal deviation from the average. However, this does confirm that simulators can also decrease the stats of the item you're creating.
