When using Ice Strike, about 30% of monsters that I encounter are unable to be frozen. Ie. there can be a mob of 6 wolf spiders, and 1 wolf spider will never freeze, regardless of how many times ice strike is cast. This makes it harder to train, and is generally pretty annoying . Couldn't really find anything in the forums about it.
From what I can see on my end from others using frozen/stun skills it isn't always working. Like it may appear stunned/frozen on one person's client but not the others who are in the map.
I would like to report this is the case for me as well. Ice strike does not 100% freeze wolf spiders (possibly other mobs as well) and blizzard does not 100% freeze mobs such as petri, duku.
I’ll add onto this and confirm that the white knight/paladin’s ice charge doesn’t always freeze enemies. But when that happens, if you leave the map and return, the enemies will be frozen when you re-enter the map.
