Can you try to me clear in what you are trying to say? Are you looking for somewhere to level up as a Lv70? What is your job/class in that case? Are you looking for a party for PPQ? It is job specific yes, but in general some good places are: Forest of Golem, Windraiders (Lower Ascent if you're ranged), Wolfspiders. Something interesting happens in the transition from 2nd to 3rd job (and especially monsters below/above the Lv.80 line). Here, monster's EXP/HP ratio will drastically increase. But since one is still too weak to efficiently kill these monsters, but too strong to stay on lower leveled monsters, the 7x levels can be tricky. Some monsters prove to be an exception to this EXP/HP rule though. Windraider, Extra D and Twisted Jester are probably the best example of this. (monsters below level 80 with ratios comparable to 80+ monsters) If the stronger monsters are too strong for you, stay on weaker monsters until you can take the step. Good example of lower leveled monsters would be Mixed Golem/Dark Stone Golem, Slimy, Selkie Jr., Voodoo/Hoodoo

Fog has been nerfed too much for being a viable option at level 70. Wind raiders is still good and Wolfspiders is minimally viable. Personally I'd go wind raiders or mp3 from 70-75, Wolfspiders and Storm Breakers 75-80.
