Not Bug CWK Exchange quest not working as intended

So I took 50 nightshadow badges to joko and only got the 2.5m mesos from him, none of the items. Is this intended? Does this mean creating bfuries is not possible? The expected rewards for reference: http://bbb.hidden-street.net/exchange-quest-crimsonwood

There's a guy who has been doing over 30000 exchanges and still no fury. Getting the ingredient for fury is extremely low but possible.
