I only have pure mesos. I'm willing to pay with mesos + tax. Please tell me if there are restrictions, preferably with cs/ws rates If required so I can convert the mesos.

At this point, it's nearly impossible for me to purchase CS with 500m. Lowest trade I saw was 520m. Therefore I'll state now that I will only convert the mesos once the bid is over.
