I will not tell you which exact quest it is out of those wonderful new quests added in this patch, as that would take away from you the joy of discovering it on your own, but you could always try with all in the list, starting from the top. Oh, and who would do such a thing as freezing a tuna, hm...? Maybe someone with abundance of fish around and access to liquid oxygen...
Was Frozen Tuna obtainable from NLC prior to update #50? It's not in the Gachapon guide. Maybe you'd like to add it? Maybe just the Common Frozen Tuna was removed, while the Beginner-only remains the way it was?
Update: I can confirm that the Frozen Tuna received from the quest is the one which all jobs can equip. So yes, the one you get from Gachapon now is only for beginners.
