Howdy! This quest offered by Hughes the Fuse is meant to become available after equipping the cape Oxygen Tank you get from his earlier quest Hughes' Weird Invention. However equipping the Oxygen Tank doesn't trigger the quest. He only offers the quest if you drop it. Since you can't get a second Oxygen Tank and they have a useful effect in Aqua Road against the whole drowning damage thing, it would be nice if this was fixed.
How did you find out you get the quest upon dropping the tank? Did you actually drop it? RIP Oxygen Tank... now you will drown in Aqua Road, in the name of science....
I had put it in the Broken Quests segment of my quest specialist guide and some guy revealed the quest triggered when you dropped it lol
