Believe it or not, I actually have the Staff! I went exploring and found it while hunting some of the early, level 70-80 mobs in the China map.

No idea on the Hammer but the Toymaker Hammer seems like it belongs in the same set as the Toymaker Cap. I don't know much about them except for the fact that they have something to do with the Haunted Mansion in NLC. Sorry idk much more.
Woo, didn't know about the manion having conections to the cap and hammer. By the way, I also have the 3rd part of the "set", which is the Toymaker's Cape, also the only one I saw around
