Droprate for the papers is definitely better now, took me about 15 minutes to get them all with only 2 duplicates. Unrelated but aside quest specialists wanting those extra quests and mech lovers I wouldn't recommend the Robo pet. When you're in an attacking animation, it also does its own animation. While doing this it won't move or loot items!
I just finished the quest for Kenta's Advice and can confirm that your pets don't need to be Level 15, only the closeness. I did it with my pets that are Level 10 and 9, and both gained the speed buff.
Update here but I don't think your pets being lvl 15 is a requirement. The quest itself doesn't mention any pet level, and I was able to complete the quest with my 3 pets that are lvl 10, 5, and 5. Rather than thinking of this as a bug on Maple's side, I'd like to think that this is wrong in the guide here. (If it's a bug on Royals side, they'd have to fix it...)

Okay so we don't need lvl 15 pet for this, can we please remove this line, because I put this off for a long time because of that misinformation.
