Are you going all the way through until you see the green Thank you for voting message and using your game account name with a character over level 15?

 

It does not but I did have a character over level 15

 

Okay so then you aren't finishing the voting process fully. You need to solve the capcha, click the red Vote for MapleRoyals button and then see the green message, then you have finished voting fully

Issue solved after I switched to google chrome browser ...

 

The image you posted doesn't show a completed voting sequence. You should have seen 'Thank you for voting' in green text above the red button.
