So this is my situation. My friend (university classmate) and I just joined royals. So I believe that the cooldown (or the waiting time) for voting depends on internet's IP address. However, since my friend and I live in same apartment, our internet IP address is same. Therefore, even though we have waited for 24 hours for voting, one of us cannot vote for NX. Is there any way that we can both vote with same internet? Thank you.

School dorm you do not have to apply for voting whitelist, most schools have a different IP address for internet throughout campus. The same apartment must apply for whitelist. So long as you get it approved, one player should be able to vote on his phone connection legally, but you must get whitelist approved.
