I would argue against including those who simply added all their ability points into HP and have 4/4/4/4...but then I'd sound salty about losing my rank. Maybe I'll do that to a mage.
It's their choice to use their AP for HP instead of STR/DEX/INT/LUK, so they have sacrificed and worked for it. I don't see why it should be excluded. You might not have 30,000 HP, but you deal damage, at least.
