well it does since its not finished and you are never going to use it.

I've tagged 3 items and those were items that i was really proud of.
I've tagged this Nishada, A 130 att 1 slot ST and a 30 str lvl 35 pirate oa. The st wasnt finished but it was bought anyway.
But if a tag really ruins an item for you, then try making your own

 

it doesn't chance stats, but it decreases its worth. I find it useless to tag an item that u don't finish and will never use but w/e. Gl selling it

(Off topic but Tagging, to me, is a way to say "I'm proud of the fact I managed to scroll this". I've tagged my claw and my top, and considered my bottom because it was super lucky to land all scrolls in one go. Eventually when I make a knuckle, I'll tag that too because I fought to get that many scrolls to work. Just my view on tagging
