Sorry if I should have found the answer somewhere but I realized when my girlfriend is in the cash shop she's unable to purchase/reserve any female only items on her female character? They are blacked out, is this normal for this server?
After it is equipped in the character preview, click "Buy Equipped Items" and buy it that way! It's normal for this server
