You are not banned, but the IP address you are attempting to connect with is. Try reboot your router (switch it off at the wall for a minute) as this will usually prompt your ISP to allocate a new IP address. Looking at your forum history, this seems to happen to you a bit. In future when you get this error, I would recommend that you just try rebooting your router before making an appeal, as there's a good chance it'll solve the problem in your case.
