You were doing Pirate PQ with a character that was below the level requirement which is considered glitch abuse.
The minimal level requirement for Herb Town PQ is 55 as can be read on the announcement at release: https://royals.ms/forum/threads/server-check-07-03-16.55996 Any character below lvl 55 should not be able to enter under any party circumstances.
