A permanent ban is a permanent ban for all of your accounts and characters, new and old. You as a person are banned from the server forever.
Not sure if you're acting ignorant, but you were shooting arrows out of the back of your character that traveled to hit monsters around the map. Your attacks were also not affected by the usual delay between casting of skills(s). To further elaborate what Sila said, your appeal has been denied, and further appeals will not be entertained.
