Not Bug Kenta's Advice

    I've been doing the quest for a very long time, got so many pieces of paper(see picture) and im missing this specific one, does it make sense? cause it feels like a bug.

    It is not a bug, the papers drop according to RNG. I have gotten more than 10 of a single type before I finished the quest.
