Scissors of Karma didn't exist in v62 and I do not believe it is something that can be implemented into the v62 client even if we wanted it. However, the staff has discussed the Scissors and as one of our staff members summarized it, "as much as it is hard to get some of the untradeable items, SoK would ruin the market very quickly." So no, there are no plans to ever implement SOK into MapleRoyals.
