About "The One Who's Touched the Sky"

I'm doing The One Who's Touched the Sky quest, and went to follow area:

1. Kerning City, at the top of the right crane.
2. Perion, at the top right near Manji by the wooden stake.
3. Chimney Tree Top, near the small tree stump.
4. Nautilus Harbor, at the far right on top of the pelican.
5. Entrance to Orbis Tower, above Minerva the Goddess' head

I went to five places but only completed four parts --- The question is: Why the Chimney Tree Top part not complete even I moved around like follows


Is this bug? Or this quest changed

Is post bb instructions wrong?
And I'd like to follow the guide but some maps are different. I can't find Top of the Tree That Grew now.
(I've not played this game for a long time, sorry if something wrong)
