Closed Ninja Storm Quest Issue

    Problem: Can't get past Cloud Balcony for the Ninja Storm Quest
    Details: I have the Sealed Letter in my ETC, but the hidden portal in Cloud Balcony is not working for me. I've tried ccing, relogging, and spamming up but its not working anywhere on the map.

    Side note... I think the letter is the wrong one... but I cant seem to find any guides online that mention the name of the letter.
