    For the quest titled Help Kevin The Soldier's Vacation Plans I do not think that Mateon drop the Ripped Travel Ticket 1.

    Now, Mateon will drop the Ripped Ticket 1 but it does not register that it is in your inventory, and you cannot complete the quest. Your Quest Helper will still say "Ripped Travel Ticket 1: 0/1" regardless of how many tickets you collect.
