Hi there, i have a bowmaster who is semi blood washed. currently at level 171 base hp 8900++ mp 3400++ my question is that if it is semi blood washed, does that mean i am only able to do lesser hp quest den a non semi blood wash bm? i did this so that i can make a bm that can survive in HT and i will need to eventually wash it back from the excess mp, but with the new introduction of the min 9500 hp base hp quest. doesnt that put me at a disadvantage ?

No it isn't. It means you can only do the HP Quest Daily just like everyone else who has above 9500 Base HP or can reach 9500 base HP by Level 175. If you make a new char then not only you have to wash again but you will lose more time redoing all your previous quests and also grinding to the point you can infinitely repeat the HP quest before you reach 9500 base HP by Level 175. Since the Quest also counts your extra washable MP. There is no way you can exploit loopholes with the HP Quest. If anything I suggest you to continue washing your current BM until you reach your desired HP Goal.
