    I see him from time to time at the same spot, just standing there, not getting hit, if I come close to him he disappears. his IGN: Grober

    It's a visual bug (sometimes you can /find the person and see they are not actually there.) Happens in a bunch of places in the game. I don't know what triggers it though.
