Hello. It appears you are not banned, but rather connecting from a banned IP. You will need to change your IP and can do that by unplugging your modem/router for at least 3 minutes and then plugging it back it. That should prompt your ISP to assign you a new IP. Additionally, you can utilize a paid (private) VPN if the other solution does not work.

The IP you are using has been banned due to another user. We cannot unban that IP. Therefore you will need to change your IP. You may need to contact your internet service provider to do so if what I mentioned didn’t work.

Your brother was banned for major vote abuse. As I stated before, if you want to continue to play, you will need to use a different IP. Your Internet Service Provider will need to change your existing IP or you will need to use a private (paid) VPN. We cannot assist further with this unfortunately.
Understand. now i try use personal hotspot to login and reset PIC &PIN, the system say "You have been disconnected from the login service."
