This seems cute but I can see users being petty, making an anonymous character, and harassing other players with this. Currently we already have mediums such as forums and discord that may serve that purpose you are looking for. Sadly to me this might be a case of "this is why we can't have nice things".
There may be a few ways to minimize this: Blacklisted people in your buddy list cannot send you a note Minimum character level 30 to send a note Create an Inbox: Inbox limit of "X". If limit is reached, sender is notified (unable to send the note) and item is not consumed Ability to turn off the notification bubble that appears at the bottom right (through ~setting) I mean, if anyone abuses the note to harass, it is ultimately still against the game rules and you can report it. And of course, the already existing deterrent which is that it costs NX. Surely people don't want to waste NX
