    I'm not sure if it's bugged, since I'm level 200 and I can't get into the Carnival PQ due to it being lvl51-70. Does this mean LVL 70+ won't be able to finish this quest and this quest will forever stay on available?

    I believe that the quest in question currently doesn't work as intended, anyway. I couldn't accept the quest, for some reason.
