QoL Allow cooldown skills on skill macros

    Currently, if you place a cooldown skill into a skill macro and use it, it works fine the 1st time, but once the skill is on cooldown and you try to run the macro again, it gets stuck and will not advance to the next skill. I have to imagine this is not intended behauviour. This makes it impractical to place cooldown skills into skill macros. The most obvious use case would be to give a quality of life improvement for marksmen by allowing them to hold down a strafe+snipe macro key, thus letting the game time the snipes perfectly. Another huge boon would be allowing corsair gaviota dismounting consist of only 1 key instead of two (once it gets stuck you need another key with just the battleship). This would also have smaller use cases for other classes, but I dont see how a quality of life improvement for the two rarest classes would be controversial.

    Let us use our cooldown skills to their full potential.
