Not Bug "your stats are too low to equip this item" while having enough stats

Been trying to equip this top and got the following error, while having enough stats even without my current shirt.

probably not a bug.
some of the dex you get probably rely on you having the dex to wear it already (probably your pants)

 

that makes sense the pants are +20 dex, thank you take it easy

 

If the top you currently wear is say, level 60 and has 10 dex and that 10 dex you use towards giving you the 10 dex needed to allow you to wear say, a pair of level 70 pants, if you try to equip a level 80 top that also has 10 dex you wont be able to wear the top cause your pants are now 10 dex short. Gear stats are factored based on their levels. If you scrolled your zhelm for 10 additional dex you could wear the level 80 top cause your items below level 80= the necessary amount of dex to wear the top
