You do not seem to be banned, but attempted to connect from a banned IP address, that was banned due to somebody else breaking the rules on that IP address previously. I think you have just been unlucky when resetting your router, so maybe try again a few more times. Make sure you're switching it off for at least 40 - 60 seconds between attempts, and I recommend using one of those websites that allows you to view your own IP address, just to make sure it is changing each time. Unfortunately we cannot unban IP addresses that were previously banned.
