I’m a level 95 Chief Bandit. Where is the best place to train at this level? I’ve been doing PPQ, but the EXP feels really low now.

Note that if the mesos are not disappearing when bombed, it's because of a glitch where mesos are scattered around and killed monsters won't drop anything or give exp. Try to keep the mesos in a single spot. Loot the mesos back up if it scatters (eg killed monsters dropped mesos and now it's all scattered around).
