Yea they still get run. Sometimes its a little difficult to get people for it, but generally if you find a guild you'll have people that will do it with you fairly regularly. The rewards for completing them are decent enough that its not a waste of time and there's no level cap on them.

Yes, these PQ's still frequently run. Keep a lookout for the megaphones that says "R>KPQ" or "R>LPQ".
You could try going to the venue on channel 1 and say "J". For me, it works during weekdays. Not so much on weekends, though.
